State of Emergency

Where is the emergency? The entire State of Ohio and the City of Columbus have been declared in a state of emergency.

I know that a lot of trees fell down in Sunday's storm and power is out all over the place, but people used to live without electricity for hundreds of years before it was commonplace in the home. Now, a few hundred thousand people without electricity constitutes an emergency?

I guess it is easy for me to be cynical as I do have electricity and am surrounded by all sorts of modern conveniences. Nothing much is different around here, emergency or no.
